Intro of members: Mark Walker
Tim Scanlon - SLV Earth Movers. They started work on Commodore. Project on
schedule. Hoping to get the work done by Christmas. Existing pipe is 66 inches and goes
from the current buried pipe up to the splash pool.
Coordinators report- Bugs, Tailings, SAP, etc.- New website is up to date. Bugs
were preserved in alcohol and alcohol has certain percentage of heavy metals so the sample
is not viable.
May high flow data analysis (JB Alexander) - 1999 and 2000 comparison showed less
total load in recent test. Zinc was half in concentration as well as load in September as
it was in May. Flows were enough different that JB proposes that they should look closely
at this. Maybe we should do the dye test. Investigate Windy Gulch. Nelson flow seems to be
consistent throughout the year. In 1995 it was just a trickle and now is a larger flow. A
major change seems to have happened through the last few years in the Nelson.
In General, JB compared the samples from the lab. He is 99.7 % sure that the ratios
will always be within 10% or 20% of accurate. However the flow is not very accurate. He
suggests more Data points. The trend seems to be, that while the flow is dropping off, the
concentration is coming up. We should focus their effort on this problem at the Nelson and
put some focus on East Willow. There is not much sense is worrying about the Willow Creek
below town. Need to work on the area above town and fix that first to keep the group from
being spread to thin. They can do the most good above town.
Chuck Barnes motioned to give task of researching a scope of work to the TAC. JB
seconded. Motion carried.
Airport Corner (David Gregory)- XRF study was done in September, 160 shots were
taken. 10 samples went to the QA lab and were analyzed for other metals. TAC can work out
the nuts and bolts of the project. Mark Walker (CDPHE) asked how tales got there, Zeke
said that it was conveyed through Humphreys Mill by the flume and then by a ditch.
It is termed "out-washed tales". Mr. Walker asked if it was accurate to say that
the mill placed the tales there in the active period at the turn of the 20th
century. Mr. Wireman said any remedy that includes leaving it there should also include a
document saying that there is not a problem with runoff. The results indicate
some remediation may be necessary. Committee is a persuing voluntary clean up
procedure.
Mr. Walker said it would be good to find out if it is "Bevel" exempt. Would
like to get the process started on the voluntary cleanup.
Underground Mapping- Glen Miller and Jim Heron- Group will be going in tomorrow.
Mike Wireman, Bob Kirkam, Glen Miller, Jim Heron, maybe Steve Wardell, with Kenny Wyley as
guide will be going underground. Goal would be to find everything that goes to the Nelson.
CW 104 B3 Grant deadline is January 12. Zeke recommends that they be sure things are done
right not just fast. Homestake will need to be involved in these tracer studies. We
will need to coordinate with Homestake.
Did we find a copy of the EPA preliminary data report? Maybe Bence Close has this
information. Creede needs to have a copy of this Site Investigation report.
Mike Wireman reported, that no Preliminary Hazard Ranking has been done on Willow Creek
by the EPA. Some study of existing information has been done internally to determine
the EPA's interest in Willow Creek. Senior management at EPA has not changed
the current status of Willow Creek and understnads the project is in the charactterization
phase.
Carol Campbell will tackle the catch 22 issue. Solomon Cells cannot be treated until
this situation is remedied. Need to resolve the permit issue and point source liability
before things can go any further.
Sec 319 Grant Report- Outcome was ranked at about the middle of the pack. Project
has been fully funded as requested for the 2001 cycle. Two dates are January 10 and
January 23 for the workshops. Expenses and lodging will be provided if needed. Workshop
will cover new requirements for this money.
Rio Grande Basin meetings will be in the afternoon in MonteVista and one in the evening
in Sierra Grande. This money is state money and can be used to match federal monies. 1:30
at the Elks in Monte Vista. Zeke will try to go. This expectation of this funding cycle
should complete the characterization.
