Introductions
The tape recorder normally used to record the minutes was not functioning, so these
minutes are short and from the memory of Glen Miller. I) 319 Contract (Kathleen Reilly)
Kathleen spoke about our current year 2000 sec. 319 contract being signed with a July
1 date on it. This is important since we ran out of money last month on our year 1999
contract.
She also went over revisions that need to be made for application for year 2001 grant
funding. We need to address what remediation activities are being planned as a consequence
of our characterization program. If we are funded for year 2001 then the 319 program will
have supplied over $500,000 in funding.
Les Dobson said that the contract with the Forest Service in the
amount of $53,000 is currently being drawn up and will be available for signatures soon.
II) Reveg situation (Marvin Reynolds & Steve Russell)
Marvin, Steve, and Tim evaluated last years re-veg planting plots as well as this
Spring’s Willow planting project. On the south side, our trench plantings are doing
well. On the north side, they have gone into cold storage because of the depth of the
planting. The soil temperature is 10 degrees colder than the water.
Tomorrow, we will scrape away part of the dirt to warm them up. There is well over 50%
survival on the pole plantings and the Cottonwood are doing real well.
Also tomorrow, we will plant phase II of this project using the same seed mix. We will put
in five additional plots at each site.
One with 1000 lbs/acre of lime NPK with 2X ph. over nitrogen.
One with 2000 lbs lime & 5 tons/acre of compost.
One with 10 tons/acre of compost.
One with 20 tons/acre of compost.
One with NPK and lime and 20 tons/acre of compost. Since the price of the above materials
was inexpensive, NRCS will not charge the Willow Creek Committee.
III) Mark Levin and Gene Rosenlund spoke about their
activities in the area concerning locating old mine tunnels and shafts and evaluating them
for safety closure work. They will be working in this area for most of the summer and said
they could give us a map of their findings in the East Willow area to help Eric Twitty do
his year 2000 Historical investigation of all the mines on the Holy Moses Vein.
IV) High flow field parameters and Sangre Lab data.
Glen handed out the field parameter sheet containing the data from our May High Flow
sampling event. These sheets contained data on flow in cfs(cubic feet per second) except
where the flow was less than 1 cfs where gpm(gallons per minute) were used. Other
parameters consisted of Temperature, pH, Conductivity, Dissolved Oxygen, Alkalinity,
Hardness, and pH values of a warmed sample. The Sangre Lab data is in which shows
TDS(total dissolved solids), TSS(total suspended solids), Silica(total),
Silica(dissolved), Potassium, & Sodium.
Data from the Riverwatch Lab has not yet come in.
V) Parker and Hecla Land negotiations.
Glen spoke that since David Gregory of the Army Corps is in the process of getting us
an XRF(X-ray fluorescence) machine to do preliminary characterization of soil and
tailings. Our program of obtaining samples for lab analysis has been put temporarily on
hold. This machine, while not as accurate as lab analysis, will allow us to narrow the
field of samples that need to be taken. We plan to obtain results using this machine later
this month or in early August. Meanwhile, Glen is in the process of setting up an
agreement between Mr. Parker, the County, and the State (CDPHE) concerning a voluntary
cleanup agreement. The Hecla land above the road where the future Adult Care facility is
to be located is under a similar arrangement.
VI) Dion Stewart, Fema, & City-County Master Plan
Dion Stewart heads the Fema program for the six counties including Mineral County of
the San Luis Valley. Dion stated that they could produce about $10,000 in seed money for
us to get the ball rolling concerning reconstruction of the Creede City flume. They could
also help produce grant applications for us.
According to an evaluation performed recently by the Army Corps, our flume has been
"shot" for some time. Gary Rutherford of the Army Corps did a preliminary study
about costs and procedures for the needed reconstruction last March. Help from Fema would
be much appreciated. Zeke spoke of the importance of coordinating this work with the
City-County Master Plan that is being developed. Charles Downing volunteered to coordinate
between the Master Plan Committee and the San Luis Valley Fema project that is currently
underway.
Glen motioned that Dion Stewart be nominated to the TAC
committee. Phil Bethke seconded and all were in favor.
