Budget Change: Glen asked if we could move $1,000 from Biological Characterization budget to RE-veg project. Joe Burkett moved and JB seconded to make this change. Motion passed.

Re-Veg- Finished planting trees. The cattle project is looking like it is working well. The committee would like to thank Tom Payne for feeding the cows and thank Joe Burkett and Wason Ranch for allowing this project to happen on their property. This fall JB Alexander would like to set up a plan for re-veg next year. Glen will ask Steve Russell's sub-committee to get more information about composting or bio-solids. Mike Wireman motioned that we direct Steve Russell to pursue this avenue. Chuck Barnes Second. Motion passed.

Windy Gulch- Objectives are to find out where the water at Windy Gulch goes and does the bulldog mine pool affect the discharge at Windy Gulch? The group considered doing two test sites at the pools and at upper Windy. Gareth Davies' cost proposal for these studies will be about $31,000. The results will tell us the path of the water at Windy Gulch. Mike would like a committee to meet with Homestake in person to get them on board in support of this project. The committee would like to start on this project in September.

Mr. Wireman would like the committee to consider putting Bob Kirkham on more of a paid basis.

TDML (Kathleen Riley) TMDL for the Rio Grande below Willow Creek is due in July of 2002. There was some question as to why the Rio Grande below Willow Creek is on this listing. The TMDL will be put on the Agenda for the August meeting to be talked about more at length, by Karen Hamilton. Zeke would like to see the committee prepare some kind of response for the commission that is reviewing the listing.

Flood plain characterization: (Mike Wireman) HECLA issue cannot move ahead until there is some data for Nancy Mangone to review in relation to HECLA's.

Object 1: To determine if Emperious Tails are causing a deterioration of groundwater in the floodplain. This will be important when it comes time to develop a TMDL on the Rio Grande.

Object II: Determine to what extent surficial outwash material on the flood plain is causing or has the potential to cause a degredation in surface water, ground water, loss of habitat and safety problems.
In accomplishing the above two objectives it is proposed that we…..

Construct 4-5 shallow monitoring wells on the East side of the creek below and to the side of the tailings pile and also 2 monitoring wells on the west side of the creek. Do all this in September of 2001 and sample these wells quarterly.

Select floodplain sediment sample locations randomly on a grid and test according to the same method used in sampling waste piles on the upper Willow creeks and test for the same group of parameters. Exact number of sample locations will be contingent upon the total acreage.

Contract with URS: Scott Randall has presented a proposal be on call to do odd jobs that the committee doesn't have time to do. Scott has the skills and the money is available to do this. If we sign a "minor services agreement" they will be on board to do certain jobs. The committee would be able to require an estimate that the job would not exceed. Chuck Barnes motioned that the committee hire Mr. Randall on for specific jobs, Mark Walker, seconded. Motion carried.

Glen's Contract- Chuck made a motion to accept Glen's proposal with an amendment that the 6 month trial period becomes a 90 trial. JB Alexander seconded. Kathleen Reilly declared a conflict of interest and abstained. Everyone is very pleased and appreciative of Glen's performance. The concern is that he may not be able to meet his expenses, hence the 90 day trial period.

Scope of work for flood control between Creede and Commodore- $15, 000 from CWCB and $10,000 from FEMA will pay for a study.

Nelson tunnel and fixing leaks: Not sure about accuracy of flow data. A suggestion was made to dredge in front of the catch basin to improve the catch and get better data. Zeke suggested they call JB Davis, an engineer from Adams state to come in and help determine the need.
